n a recent issue Soccer America saluted the 100th anniversary of FIFA, the international governing body for soccer. One sidebar article in that issue was of particular interest to the sport’s officiating community. It charted highlights of the changes to the Laws of the Game that have been set forth under FIFA’s reign.
I’ve become an adherent to Stanley Lover’s philosophy as outlined in “Masterclass for Soccer Officials'” i.e., that the Laws of the Game have been established with three things in mind: Safety, Equalit,y and Enjoyment, or SEE. We’re going to look at the changes that FIFA has put forth and how they align with Lover’s framework. Some tend to lean more toward one of the three areas. This first installment looks at the years 1905 to 1933.
