s we wrap up our three-part look at the changes to the Laws of the Game during the past 100 years, we see that many of them are fine-tuning that emphasizes greater equality and enjoyment of the game by players and fans. There are some where it is difficult to make all three of Stanley Lover’s SEE criteria (Safety, Equality, Enjoyment) fit.

1992 – Goalkeepers are banned from handling passes from the feet of their teammates.

Safety: This is the least of the three reasons for a rules change. Though the potential for a keeper being kicked while trying to pick up a back pass existed, it was rare at best.

Equality: The Law puts the goalkeeper on the same plane as field players in such situations.
